House rules

The House of Representatives has issued a primer on proper behavior.

A Congressman can't call the President a liar, a hypocrite, or intellectually dishonest, and can't claim that there are allegations of sexual misconduct on the part of the President.

Sounds like, in brief: if Clinton or Obama did it, you can't say it.
